Overview
The AUC has approved an application from Windrise Wind Energy Inc. for approval of a new 138-kilovolt (kV) transmission line to connect the approved Windrise Wind Power Project to the Alberta Interconnected Electric System.
On September 23, 2020, the AUC issued Decision 25074-D01-2020 approving two of the four applications in this proceeding. This includes Application 25074-A001 by the Alberta Electric System Operator for approval of the needs identification document for the Windrise Connection Project, and Application 25074-A003 from AltaLink Management Ltd. for approval to alter the Windy Flats 138S Substation. The AUC approved the two remaining applications by Windrise Wind Energy Inc. to construct and operate 138-kilovolt Transmission Line 497L and the associated connection, in Decision 25074-D02-2020 on November 16, 2020.
The transmission line will be connected from the approved Windrise 1063S Substation to the existing Windy Flats 138S Substation. The map below identifies the route of the approved transmission line, which is referred to as the preferred route.
A hearing was scheduled for this proceeding on May 12, 2020, in Lethbridge to review the applications and submissions received but had been deferred to a written hearing process. Interveners’ and applicants’ had until August 18, 2020, to provide the AUC with written reply argument.
A notice of application was first issued on December 18, 2019.

The Windrise Wind Power Project is under construction and will consist of 43 turbines with a total generating capability of 206.4 megawatts. The project will include an underground collector system, a meteorological tower, access roads and other associated components. Each turbine will be approximately 90 metres high, with a rotor diameter of 145 meters, and would have a maximum generating capability of 4.8 megawatts.
