Applications are filed with the AUC to provide the information needed to review merits of a newly proposed utility project, evaluate financial data to determine rates, or make a complaint regarding energy market activities or rules. Applications are also filed to request amendments to existing facility licenses or for other requests which fall under the jurisdiction set out in the Alberta Utilities Commission Act or any other enactment under which the Commission is charged.
Applications are expected to be filed electronically through the Digital Data Submission (DDS) Service. In order to file applications through DDS, applicants or their representatives require a DDS User ID and the role Submit Facilities/Resources/Utilities Application on the DDS user profile. Requirements for account set-up are outlined in the DDS User Guide.
Obtaining a Business Associate Identifier (BA ID) is a prerequisite for utility companies, municipalities, law firms, consulting organizations and intervener associations to set up a DDS account and file an application with the AUC. A four-character BA code (BA ID) can applied for through Pentrinex.

The requirements and procedures for filing, revising and submitting information to the AUC is found in AUC Rule 001 Rules of Practice.
Specific application requirements can be found in Rule 007 for electric facilities, under Rule 020 for gas utility pipelines or Uniform System of Accounts and Minimum Filing Requirements for transmission facility owners and distribution facility owners.

Participate in a proceeding
This DDS service is provided to facilitate the electronic exchange of information among the AUC, applicants and interveners during the review of matters initiated by an application or by the Commission. Participants are expected to register, contribute to an interrogatory process, and submit documentary evidence and written argument for Commission determination electronically through this Digital Data Submission service. To register as an intervener or representative or make submissions to an AUC proceeding, a DDS User ID is required. The role of “Participate in a Proceeding” must be included on the DDS user profile. This service allows parties to register and submit documents for written or oral proceedings based upon the regulatory schedule set out for the process.

Application and proceeding submissions are non-confidential and are on the public record
Subject to the Freedom of Information and Protection of Privacy Act, all documents filed in respect of a proceeding, including any documents filed prior to the start of a proceeding, must be placed on the public record. Your statement of intent to participate letter and any other documents you file will be accessible to the public and all other participants in the proceeding through the Applications Search or Proceeding Search services. Please ensure that any document you file is free of information that you do not want to appear on a public record.
If a party wishes to keep any information in a document confidential, the party may, before filing the document, make a request for confidentiality to the lead application officer. The request for confidentiality must comply with section 13 of AUC’s Rule 001: Rules of Practice, including that it must be in writing, briefly describe the nature of the information in the document, set out the reasons for the request including the specific harm that would result if the document were placed on the public record, and indicate whether all or only a part of the document is the subject of the request. The Commission will issue a decision on the confidentiality request as soon as practical.
Log rule issue
The Rule Issue Management (RIM) service addresses issues, comments and resolutions related to the Rule Standarization Project. This service provides a way for stakeholders to track issues and associated information through the web.
To submit issues on the Tariff Issue Management program, the role of “Log Rule Issue” must be included on the DDS user profile.
