Southern Alberta Transmission Reinforcement Needs Identification Document

The Alberta Electric System Operator (AESO), responsible for planning electric facility development in Alberta, applied to the AUC for approval of the need for new transmission development in Southern Alberta to connect the large amount (2,000 to 3,900 MW) of wind-powered generation forecast in southern Alberta. This application dealt with the need for transmission reinforcement - and not the construction of the facilities.

The preferred option indicated in the application as ‘Alternative 1A’ was a 240-kV alternating current (AC) looped system proposed to be developed in three stages. The first stage is proposed to be in-service in 2013, second stage by 2016 and the third stage in-service in 2017.

An AUC public hearing was held on June 22, 2009 to give interested parties the opportunity to present evidence, cross examine witnesses and make arguments.

The AUC reviewed the application and the evidence submitted and released Decision 2009-126 on September 8, 2009. Having regard for all of the evidence filed, the Commission found that no interested party had demonstrated that selection of the preferred option was technically deficient or not in the public interest. The Commission therefore approved the preferred alternative 1A as filed by the AESO.
