In June 2009 the Alberta Electric System Operator (AESO), responsible for planning electric facility development in Alberta, applied to the AUC for approval of the need for new transmission development in the County of Yellowhead, Brazeau, Parkland, Lac Ste. Anne and Barrhead. This application dealt with the need for transmission reinforcement - and not the construction of the facilities.
The AESO has determined, in accordance with its statutory mandate, that this transmission development is required to meet Alberta's electricity needs and is in the public interest. The AESO stated that the need for transmission development is driven predominantly by the existing facilities at the end of their useful service lives, growing capital maintenance concerns, and increasing overloading and low-voltage occurrence.
An AUC public hearing was held on March 17, 2010 in Drayton Valley to give interested parties the opportunity to present evidence, cross examine witnesses and make arguments.
The AUC released Decision 2010-208 on May 12, 2010, approving the need for electricity transmission reinforcement in the Yellowhead area. The AUC decision, however confirms only the need for transmission reinforcement as a separate facilities application is required by the transmission facility operator selected by the AESO.
