The Alberta Utilities Commission directs electric distribution utilities and gas distributors through Rule 002 and regulated service providers through Rule 003 to report on service quality and reliability through the legislated authority of the Electric Utilities Act. The reporting of these metrics is intended to ensure that high-quality customer service is maintained and that important components of the distribution system remain reliable.
In addition, in EUB Decision 2007-071, Board Direction 52, the Alberta Energy and Utilities Board directed ATCO Electric to provide a comprehensive listing of all transmission related service quality and reliability measures or indices that are currently being prepared for external use, and any reports being prepared for internal use, that ATCO Electric considers may be appropriate for this purpose. Further, the Board directed ATCO Electric to file these measures, indices and reports in conjunction with ATCO Electric's Annual Quality of Service Report. In compliance with EUB Decision 2007-071, Board Direction 52, ATCO Electric has compiled the reports (which can be found under the Rule 002 section below).
Reporting on pre-determined metrics about utilities' service quality and reliability is an effective way for the AUC to monitor service levels, provide the public with information about service levels, establish future performance targets and to implement penalties for poor performance if necessary.
Rural electrification association(s)
The Battle River Power Coop, on a volunteer basis, prepared and provided the Alberta Utilities Commission its electric distribution system's reliability and performance metrics in the reporting manner outlined in Rule 002. The Battle River Power Coop requested its reports be made available for viewing on the AUC’s website. These reports are being posted for information purposes only. The AUC has not reviewed or verified the contents of these reports.
