The Alberta Utilities Commission is inviting comments from interested parties on the addition of Parts 2 and 3 to Rule 020 – Rules Respecting Gas Utility Pipelines. Currently Rule 020 sets out requirements for gas utility pipeline applications and has become Part 1 of the draft rule.
The proposed additions to Rule 020 are as follows:
- Part 2 sets out flaring, incinerating and venting requirements for gas utility pipelines and pipeline installations. This part is based on and is to replace ERCB Directive 60 – Upstream Petroleum Industry Flaring, Incinerating and Venting.
- Part 3 sets out storage requirements for gas utility pipelines and pipeline installations. This part is based on and is to replace ERCB Directive 55 - Storage Requirements for the Upstream Petroleum Industry.
Industries governed by Rule 020 are gas utilities as defined by the Gas Utilities Designation Regulation that currently specifies ATCO Gas and Pipelines Ltd. and, AltaGas Utilities Inc.
Interested parties reviewed draft Rule 020 and provided comments. The AUC responded to those comments provided in the matrix below.
