Rule 025 - Administration Fee 
 

The Alberta Utilities Commission (AUC or Commission) recovers its operating and capital costs through an administration fee imposed on the natural gas and electricity market participants that it has jurisdiction over or any person to whom the Commission provides services. A cost assessment model is the approach being used by the Commission to allocate its costs to the various classes and categories of utilities and persons and to determine the amount of the administration fee imposed on each class and category.

April 4, 2013
The Commission released Bulletin 2013-13 to announce the finalized amendments to Rule 025: Administration Fee. The Commission also issued the administration fee orders for the first nine months of the AUC's 2013-2014 fiscal year.

March 15, 2013:
The Commission released Bulletin 2013-09 to announce the draft amendments to AUC Rule 025: Administration Fee and invite interested parties to provide written comments. Parties who wish to provide written comments on the draft rule are encouraged to use the comment table. Written comments must be addressed to Fino Tiberi (fino.tiberi@auc.ab.ca) no later than 5 p.m. on March 25, 2013.

On December 4, 2012 the Commission amended Rule 025 to set out the amounts of the administration fee for the last three months of the AUC's 2012-2013 fiscal year. Schedule A of the rule has also been amended to reflect the most recent filings under Rule 005: Annual Reporting Requirements of Financial and Operational Results.

On November 24, 2010 the Commission amended AUC Rule 025 to set out the amounts of the administration fee for the last three months of the Commissions 2010-2011 fiscal year and update the rates used in calculation of late payment penalties. Due to the ongoing review of Rule 005: Rules Respecting Annual Reporting Requirements of Operations and Financial Reports, some utilities have been granted extensions in filing their schedules for the year ending December 31, 2009. For fairness and consistency in the application of the administration fee, revenue requirements and customer counts used in Rule 025 are taken from submissions under Rule 005 for the year ending December 31, 2008.

On November 27, 2009 the Commission amended AUC Rule 025 to set out the amounts of the administration fee for the last three months of the Commission's 2009/10 fiscal year. Each utility's revenue requirement and customer count has been updated to reflect the most recent filing under Rule 005, Rules Respecting Annual Reporting Requirements of Operations and Financial Reports.

On April 21, 2009 the Commission amended AUC Rule 025 to set out the amounts of the administration fee for the first nine months of the Commission's 2009/10 fiscal year, provide subsequest administration fee for the fiscal year and change the source used for each utility's revenue requirement and customer account.

On September 30, 2008, the Commission amended AUC Rule 025 that was originally issued on June 27, 2008 to reflect revisions to its estimated net expenditures, and consequently the amount of Administration Fee to be collected from utilities under the jurisdiction of the Commission, as well as the Independent System Operator.
