Rule 017 - ISO Rule Development and Filing 
 

The Alberta Utilities Commission (AUC or Commission) was established on January 1, 2008. The Alberta Utilities Commission Act and the Electric Utilities Act provided a number of new powers, functions and duties to the Commission, including the authority to make rules governing the procedures and processes for the Independent System Operator (ISO) to develop ISO rules and respecting the filing of ISO rules with the Commission. The first version of AUC Rule 017: Procedures and Process for Development of ISO Rules and Filing of ISO Rules with Alberta Utilities Commission (AUC Rule 017) was approved by the Commission on January 2, 2008.

In early 2009, the Commission conducted a web-based survey of parties who were directly involved in one or more of the Markets proceedings that took place in 2008. The survey was conducted to obtain feedback from stakeholders, to identify areas for improvement and to identify topics for further discussion and consultation with stakeholders. To summarize the feedback from stakeholders and to initiate discussion about changes being considered by Commission staff, the Commission issued a Stakeholder Consultation Discussion Paper - ISO Rule Objections, Complaints and Related Matters in July 2009, which led to consultations regarding AUC Rule 017.

The following is a chronology of the consultations held to date:

February 2010

The AUC released Bulletin 2010-10, approving amendments to Rule 017, Procedures and Process for Development of ISO Rules and Filing of ISO Rules with the Alberta Utilities Commission.

December 2009

The AUC released Bulletin 2009-31, inviting comments and feedback from market participants and interested parties regarding revisions to AUC Rule 017: Procedures and Process for Development of ISO Rules an dFIling of ISO Rules with the Alberta Utilities Commission.

 

November 2009

 

The AUC released Bulletin 2009-30, Stakeholder Consultation on ISO Rule Objections, Complaints and Related Matters.

The AUC received stakeholder comments to Bulletin 2009-20
