The Alberta Utilities Commission has authority to make rules regarding Specified Penalties. Specified Penalties are penalties that are imposed by the Market Surveillance Administrator (MSA) if the MSA is satisfied that a person has contravened a reliability standard.

The AUC may prescribe the form and content of notices of specified penalties, the amounts of specified penalty (up to $100,000 per day) and the limitation periods for giving notice of specified penalties.

In consultation with market participants and interested parties, the AUC has developed AUC Rule 027: Specified Penalties for Contravention of Reliability Standards.

February 2017

The AUC released Bulletin 2017-01 on February 15, 2017, approving amendments to AUC Rule 027: Specified Penalties for Contravention of Reliability Standards effective March 1, 2016.

January 2016

The AUC released Bulletin 2016-01 on January 28, 2016, approving amendments to AUC Rule 027: Specified Penalties for Contravention of Reliability Standards effective March 1, 2016.

February 2015

The AUC released Bulletin 2015-04  on February 25, 2015, approving amendments to AUC Rule 027: Specified Penalties for Contravention of Reliability Standards effective March 1, 2015.

January 2015

The AUC received a  stakeholder comment in response to Bulletin 2015-02 regarding proposed changes to AUC Rule 027: Specified Penalties for Contravention of Reliability Standards.  

The AUC released Bulletin 2015-02 on January 19, 2015, inviting comments from market participants and interested parties regarding proposed changes to AUC Rule 027: Specified Penalties for Contraventions of Reliability Standards.

December 2013

The AUC released Bulletin 2013-29 on December 12, 2013, approving amendments to AUC Rule 027: Specified Penalties for Contravention of Reliability Standards effective January 1, 2014.

The AUC received stakeholder comments from several parties in response to Bulletin 2013-21 regarding proposed changes to AUC Rule 027: Specified Penalties for Contravention of Reliability Standards.

November 2013

The AUC released Bulletin 2013-21 on November 15, 2013, inviting comments from market participants and interested parties regarding proposed changes to AUC Rule 027: Specified Penalties for Contravention of Reliability.

March 2013

The AUC released Bulletin 2013-08 on March 14, 2013, approving amendments to AUC Rule 027: Specified Penalties for Contravention of ISO rules.

December 2012

The AUC received stakeholder comments from several parties in response to Bulletin 2012-15 regarding proposed changes to AUC Rule 027: Specified Penalties for Reliability Standards.

The AUC released Bulletin 2012-15, inviting comments from market participants and interested parties to comment on suggested changes identified in the redline version of Rule 027.

October 2010

The AUC released Bulletin 2010-27, approving AUC Rule 027, Specified Penalties for Contravention of Reliability Standards and provided responses to stakeholder feedback in the matrix of stakeholder comments.

August 2010

The AUC received stakeholder comments to Bulletin 2010-21 regarding proposed AUC Rule 027, Specified Penalties for Contravention of Reliability Standards.

July 2010

The AUC released Bulletin 2010-21, inviting a second round of comments and feedback from market participants and interested parties regarding proposed AUC Rule 027, Specified Penalties for Contravention of Reliability Standards. Also attached to the bulletin are the AUC responses to the first round of stakeholder comments.

March 2010

The AUC approved amendments to AUC Rule 019: Specified Penalties for Contravention of ISO Rules and provided responses to stakeholder feedback in the matrix of stakeholder comments.
