Specified Penalties for Contravention of ISO Rules
The Alberta Utilities Commission (the AUC) has authority to make rules regarding Specified Penalties. Specified Penalties are penalties that are imposed by the Market Surveillance Administrator (MSA) if the MSA is satisfied that a person has contravened a specific ISO rule. Not all ISO rules have a specified penalty, in which case, Administrative Penalties may apply.
The AUC may prescribe the form and content of notices of specified penalties, the amounts of specified penalty (up to $100,000 per day) and the limitation periods for giving notice of specified penalties.
In consultation with market participants and interested parties, the AUC has developed AUC Rule 019 - Specified Penalties for Contravention of ISO Rules.
April 2013
The AUC released Bulletin 2013-014 on April 29, 2013, approving amendments to version seven, effective January 8, 2013 and the current version of AUC Rule 019: Specified Penalties for Contravention of ISO rules effective February 1, 2013.

The AUC released Bulletin 2013-04 on January 30, 2013, approving amendments to AUC Rule 019: Specified Penalties for Contravention of ISO rules.
Stakeholder comments and responses from the AUC
The AUC recieved stakeholder comments from several parties in response to Bulletin 2012-20 regarding proposed changes to AUC Rule 019: Specified Penalties for Contraventioion of ISO Rules.
December 2012
The AUC released Bulletin 2012-20 on December 21, 2012, making expedited changes to AUC Rule 019: Specified Penalties for Contravention of ISO Rules and inviting comments from market participants and other interested parties regarding the expedited and other proposed changes to AUC Rule 019.
December 2011
The AUC released Bulletin 2011-28, approving changes to AUC Rule 019: Specified Penalties for Contravention of ISO Rules and provided responses to stakeholder feedback in the stakeholder comment response matrix. For assistance the Commission has provided a link to a redlined version of AUC Rule 019.
