AESO Bulk and Regional Rate Design Application

​Overview

The Alberta Utilities Commission (AUC) is considering the Alberta Electric System Operator (AESO) application to change the rate design (Rate DTS) for bulk and regional rates. The bulk and regional rate design, reflected in rate demand transmission service, relates to the recovery of wires costs for both the bulk and regional portions of the Alberta transmission system. The application also seeks to modernize the AESO's demand opportunity service (DOS) rate design, a non-firm rate that allows additional use of available transmission capacity that would otherwise not be used.

Currently, it is only available to a limited number of market participants and an application needs to be made to the AESO and approved by the AESO before a market participant can obtain this rate.

Rate DTS represents approximately 75 per cent of wires costs and 60 per cent of the AESO's total revenue requirement. The rate design aims to recover these costs based on the principles of cost causation where costs driven by a customer class are ultimately paid by those customers utilizing the system.

The current bulk and regional rate design was established nearly 15 years ago on the premise that the majority of transmission costs are driven by system peak load. Accordingly, the current bulk and regional rate design recovers a large proportion of costs through the monthly coincident peak charge.

The AUC is currently reviewing this application to ensure that the delivery of Alberta's utility service takes place in a manner that is fair, responsible and in the public interest. This is an open and transparent review process. Opportunities to provide input and participate in this review is provided below.

The AUC issued a notice of application on October 19, 2021, asking anyone with concerns or issues with this application to file a submission by November 2, 2021 that included the following information with or in addition to the statement of intent to participate:

  • A full description of your party/coalition and who is included.
  • A full description of your issues and concerns in the AESO application, why you have concerns about those issues and your position on the issues.
  • A description and skeleton framework of the issues that you intend to file evidence on.
  • Comments on the materiality and impact expected to your customers/clients if the AESO tariff is approved, as filed.
  • If you are not a member of a coalition at this time, an indication of how many other interested parties are in accord with your position and how you might combine resources in the proceeding to avoid duplication or overlap.​​​
