Evaluation of Performance-Based Regulation in Alberta

The AUC is initiating a proceeding to evaluate performance-based regulation framework 




As outlined in​ Bulletin 2021-04, Alberta’s electric and gas distribution utilities are presently regulated under a performance-based regulation (PBR) framework pursuant to five-year plans approved by the AUC, which expire in December 2022. In this generic proceeding, the AUC will consider submissions to evaluate the successes and shortcomings of the past and current PBR plans established for:

  • Apex Utilities Inc. (formerly AltaGas Utilities Inc.)
  • ATCO Electric Ltd. (distribution)
  • ATCO Gas, a division of ATCO Gas and Pipelines Ltd.
  • ENMAX Power Corporation (distribution)
  • FortisAlberta Inc.
  • EPCOR Distribution & Transmission Inc. (distribution)​

The focus of this proceeding is to gather input and feedback related to evaluation of PBR in Alberta. To this end,​ the AUC has provided several specific questions to participants in order to collect pertinent examples and supporting data to corroborate and bolster opinions on the success or shortcomings of Alberta’s PBR plans thus far.

​The AUC will gather input and feedback related to evaluation of PBR in Alberta through its eFiling System under Proceeding 26356. This will be a streamlined, rather than a traditional, proceeding with the primary purpose of facilitating stakeholder input.

Statements of intent to participate (SIP) were due March 10,​ 2021. Comments from registered parties on specific items outlined by the AUC in its letter under Exhibit 26356-X0008 were due April 22, 2021.

If you feel you may be affected by this proceeding, you can provide input to the AUC for its review before it makes its decision.
