Overview​

In this proceeding, the Alberta Utilities Commission set out how it will process the 2023 cost-of-service (COS) applications that will be filed by the electric and gas distribution facility owners (DFOs or utilities).

Outlined in Decision 26354-D01-2021, the AUC has prescribed the minimum level of detail each application is expected to include to support the utilities’ 2023 revenue requirement forecasts, but will not prescribe a specific methodology for developing their 2023 revenue requirement forecasts. Instead, the AUC will adopt a hybrid methodology for assessing the 2023 forecasts where the extent to which expenditures are examined is guided by the nature, size or complexity of the associated cost to facilitate a streamlined review of the upcoming 2023 COS applications. The AUC also prescribes filing dates for these applications. This decision provides the AUC’s reasons for these determinations​.

As outlined in Bulletin 2021-04, ​the AUC​​, the independent utilities regulator, determined to proceed with a one-year cost-of-service review based on 2023 forecast costs. To minimize regulatory burden associated with undertaking a cost-of-service review of six distribution facility owners (DFO) applications, the AUC looked to employ alternatives to a traditional line-by-line review of utilities' forecast costs and provided several options to parties for consideration to facilitate a more streamlined review. To this end, the AUC​ initiated a streamlined proceeding to determine the process of establishing 2023 rates for electric and natural gas DFOs; namely

  • ATCO Gas and Pipelines Ltd. (distribution)
  • ENMAX Power Corporation (distribution)
  • EPCOR Distribution & Transmission Inc. (distribution)
  • FortisAlberta Inc.​​
