What we do

The Alberta Utilities Commission is an independent, quasi-judicial agency of the province of Alberta. The AUC is responsible to ensure that the delivery of Alberta’s utility service takes place in a manner that is fair, responsible and in the public interest.

We regulate investor-owned natural gas, electric and water utilities and certain municipally owned electric utilities to ensure that customers receive safe and reliable service at just and reasonable rates. The AUC ensures that electric facilities are built, operated and decommissioned in an efficient and environmentally responsible way. The AUC also provides regulatory oversight of issues related to the development and operation of the wholesale electricity market in Alberta as well as the retail gas and electricity markets in the province.

Purpose

Reporting to the director of human resources, the human resources business partner (HRBP) provides intermediate-level generalist HR support to employees and leaders across the organization. The HRBP will provide support in performance management, benefits administration, recruitment and onboarding and policy interpretation, while providing high-quality service and contributing as a key member of the HR team.

Responsibilities

  • Serve as a primary point of contact for employee relations matters, providing guidance on policy interpretation and other matters as they arise.
  • Provide support with reference to workforce planning, learning and development, employee relations matters and policy interpretation.
  • Manage full cycle recruitment, from partnering with leaders to build a strategic hiring plan to onboarding new hires.
  • Manage the on-boarding, off-boarding and other employee status change processes.
  • Ensure compliance with relevant employment legislation including employment standards, human rights and privacy legislation.
  • Manage the disability program (short-term and long-term disability) while consulting with third party adjudicators.
  • Provide guidance on complex employee situations, including accommodations and performance related issues.
  • Ensure consistent application of HR programs, policies and practices to enable a positive employee experience and overall organizational effectiveness.
  • Respond to audit requests and provide HR data as required.
  • Prepare and analyze HR reports, workforce analytics and provide information to leadership.
  • Foster positive relationships with internal and external business unit clients.
  • Coach and support leaders through performance discussions, goal setting and development planning.
  • Host employee and leader sessions on various HR topics.
  • Champion and leverage new technologies, including AI, to improve HR processes.
  • Be a role model of the AUC values.

Qualifications

The ideal candidate will possess:

  • Completed a post-secondary degree in business or human resources.
  • Have a minimum of four years of progressive human resources experience.
  • Experience within the utilities or energy sector is an asset.
  • Knowledge of payroll and related processes is an asset.
  • Experience with SparkRock 365 is an asset.
  • Completion of or working towards the completion of a Chartered Professional in Human Resources (CPHR) designation is preferred.
