Home Regulatory analyst Regulatory analyst Location: Calgary or Edmonton Position: Regulatory analyst Type: Permanent Division: Rates _____________________________________ What we do The Alberta Utilities Commission is an independent, quasi-judicial agency of the province of Alberta. The AUC is responsible to ensure that the delivery of Alberta’s utility service takes place in a manner that is fair, responsible and in the public interest. We regulate investor-owned natural gas, electric and water utilities and certain municipally owned electric utilities to ensure that customers receive safe and reliable service at just and reasonable rates. The AUC ensures that electric facilities are built, operated and decommissioned in an efficient and environmentally responsible way. The AUC also provides regulatory oversight of issues related to the development and operation of the wholesale electricity market in Alberta as well as the retail gas and electricity markets in the province. The ideal candidate As a regulatory analyst within the Rates Division, you will play a critical role in reviewing utility applications and leading or supporting regulatory proceedings. Your experience in accounting, engineering, finance, economics or a comparable field, will enhance your ability to analyze and distill complex technical and financial material into actionable insights ensuring that the Commission makes well-informed, sound decisions. You will have the opportunity to bring innovative ideas to the table, challenge the status quo and contribute meaningfully to our regulatory processes. As a detail-oriented and intellectually curious individual with a passion for navigating complex regulatory material and problem-solving, you will combine strong analytical skills with excellent written and verbal communication skills to deliver core work for the AUC. Key responsibilities Review utility applications and lead or otherwise contribute to proceedings primarily related to electric, natural gas and water rate-related matters. Manage or otherwise support the application review and hearing process, including coordination of procedural steps with external and internal stakeholders. Under tight timelines, analyze various types of utility applications and make recommendations to the Commission members. Coordinate and produce written draft correspondence, rulings and decision reports in conjunction with Commission members, lawyers and other regulatory staff. Develop the written record for proceedings, including analyzing applications and other evidence, determining areas that are unclear or deficient and seeking more information through information requests and assisting with the preparation of hearing questions. Brief Commission panels on key issues, including identifying and summarizing the issues for the panel. Lead oral hearings, liaising and consulting with utility sector employees, interveners, expert witnesses, consultants and lawyers. Provide research and advice on various energy-related issues and issues related to application and regulatory processes and practices. Provide technical support dealing with both complex and straightforward issues, including applying subject matter expertise related to complex technical issues. Respond to inquiries from the Commission members, general public, other regulators, government and AUC staff. Lead or support divisional operations plan initiatives. Qualifications Six or more years of relevant work experience. Degree in accounting, finance, electrical engineering or economics. Superior technical acumen and analytical skills, strong written and verbal communication. Any of the following would be considered strong assets for this role: Demonstrated project management skills or a project management certification. Proven strong written communication and verbal communication. Electricity market experience. Experience with electric, natural gas utility systems or administration. Experience working with water utilities. Experience reviewing and analyzing costs associated with operating costs or capital projects. Experience working as a regulatory accountant.
