Overview

Collisard Power L.P., a wholly owned subsidiary of Northland Power Inc., has applied to construct and operate the Collisard Power Station Project that would consist of a 120‑megawatt natural gas power plant and a substation. The project would be located within Red Deer County, approximately five kilometres south of Benalto, within Legal Subdivision 2 of Section 2, Township 38, Range 3, west of the Fifth Meridian. The applications were made under the Hydro and Electric Energy Act.

The Alberta Electric System Operator has applied, under the Electric Utilities Act, for approval of the need to connect the Collisard Power Station Project to the Alberta Interconnected Electric System. The AESO’s needs identification document application relates to whether there is a need to connect the power plant to the transmission system and the AESO’s proposed technical solution to meet that need.

Northland Power Collisard GP Inc. and AltaLink Management Ltd. have applied to connect the power plant to the Alberta Interconnected Electric System. Northland Power proposed to construct one approximately 5.7-kilometre, 138-kilovolt transmission line, designated as 609L, from the proposed Collisard 1079S Substation to the Benalto 17S Substation. Northland Power has proposed a preferred and an alternate route for the transmission line. The Commission may approve either of the proposed routes. AltaLink has applied to connect Northland Power’s proposed transmission line to its existing Benalto 17S Substation by constructing one new circuit breaker and associated equipment within the substation fenceline. The applications have been filed under the Hydro and Electric Energy Act.

Hearing information

The AUC will be holding an oral hearing to review the application and submissions received to consider the power plant development application in Proceeding 30450. The hearing will commence on the week of September 14, 2026.
